INITIATIVE 4:

Enhancement of the Capacity of the State’s Educational Sectors to Reach Consensus on Policy Issues

Serve as forum for discussion of policy issues.

Function 1:

Since the demise of the California Postsecondary Education Commission, the ICC is the singular organization in the state situated at the nexus between the public schools and both the public and independent higher education segments, serving as a venue to discuss and possibly reach consensus on relevant policy. The ICC continues to convene task forces or advisory committees, as appropriate, to respond as a collective to administrative and legislative proposals. The ICC Executive Committee will consider its role on the following policy matters:

  • State Authorization and Reciprocity Agreement (SARA)

  • Cal Grant Reform

  • Degree Attainment Goals for the State

  • Other topics

Activity:

Offer budgetary proposals to increase student access and success in higher education that are supported by all educational sectors in the state.

Function 2:

The ICC members have concurred on the submission of Budget Change Proposals to the Department of Finance. In the last decade, the ICC has not submitted any Budget Change Proposals. The ICC, however, has received support from philanthropic organizations for proposals that were endorsed by all member segments. The ICC Executive Committee may wish to continue submitting proposals to such organizations on areas of interest if supported by all of its members.
